Power plant consultancy

The independent technical voice on the owner’s side of the table — from the first site visit to the performance guarantee test.

Consultancy · In short

Power plant consultancy is owner-side or lender-side advisory that runs from site selection through to commissioning and handover. Enersys Engineers acts as owner’s consultant, lender’s engineer, detailed engineering consultant and project management consultant — covering site and logistics studies, feasibility and detailed project reports, basic and detailed engineering, enquiry specifications and bid analysis, procurement assistance, quality assurance and expediting, construction supervision, and commissioning support.

Project development

The decisions taken before a single foundation is cast determine most of a plant’s lifetime cost. This phase establishes whether the project is viable, where it should sit, and what it will realistically cost to build and run.

  • Site identification and selection against grid, fuel and water availability
  • Logistics analysis — fuel supply, power evacuation, water source, transportation and access
  • Geotechnical investigation and analysis, contour and site survey
  • Resettlement and rehabilitation assessment where land acquisition is involved
  • Pre-feasibility and full feasibility studies
  • Detailed Project Report (DPR) suitable for board sanction and lender appraisal
  • Environmental studies — Terms of Reference, rapid and comprehensive Environmental Impact Assessment
  • Levelised tariff computation and financial sensitivity

The three roles we take

The same technical work is framed differently depending on who is paying for the independence. We are engaged in all three roles.

Owner’s consultantRepresents the owner’s interest against the EPC contractor — specification, bid evaluation, drawing approval, inspection, and certification of progress and quality.
Lender’s engineerIndependent technical due diligence for banks and financial institutions — scope adequacy, cost reasonableness, programme realism, and periodic drawdown certification during construction.
Detailed engineering & PMCEngaged by the owner or by the EPC contractor to produce approved-for-construction engineering and to manage the programme through to handover.

Engineering and design

  • Basic studies and basic engineering — heat balance, plant configuration, single-line diagrams
  • Design calculations and approved-for-construction drawings
  • Enquiry specifications for every major package
  • Technical bid analysis and comparative statements
  • Vendor drawing review and approval
  • Interface engineering between packages, where most schedule slippage originates

Procurement assistance

  • Vendor prequalification and approved vendor lists
  • Issue of enquiries and receipt of offers
  • Techno-commercial bid evaluation
  • Purchase recommendation and negotiation assistance
  • Purchase order preparation and award support

Project management and construction supervision

  • Project planning, scheduling and control against an agreed baseline
  • Budgetary and cost control, with variation management
  • Contract administration and interface coordination
  • Liaison with statutory authorities (see statutory approvals)
  • Vendor appraisal, stage-wise inspection, final inspection and delivery expediting
  • Field activity planning, supervision and certification
  • Enforcement of safety standards on site

Commissioning and handover

  • Review of the contractor’s commissioning test schedules
  • Start-up and commissioning assistance
  • Site performance and performance guarantee testing
  • Operation and maintenance manual preparation
  • As-built documentation
  • Training of the owner’s operating personnel
  • Defect notification and troubleshooting support through the warranty period
Questions

Frequently asked

What is the difference between an owner’s engineer and a lender’s engineer?

An owner’s engineer works for the project owner and protects their commercial and technical interest against the EPC contractor — approving drawings, inspecting equipment and certifying progress. A lender’s engineer works for the bank or financial institution and independently verifies that the scope, cost and programme are sound before and during drawdown. Enersys Engineers takes both roles, though not on the same project.

What does a Detailed Project Report contain?

A DPR sets out the technical configuration, site and logistics assessment, single-line diagram, equipment schedule, civil and structural scope, statutory clearance route, implementation programme, capital cost estimate and financial analysis including levelised tariff. It is the document against which a board sanctions capital and a lender appraises the project.

At what stage should a power consultant be appointed?

Before the site is finalised. Site selection, evacuation feasibility and fuel logistics are the decisions with the largest effect on lifetime cost, and they are the hardest to reverse. Appointing a consultant after the EPC contract is awarded limits them to supervision.

Do you provide consultancy for plants you did not build?

Yes. Owner’s engineer, lender’s engineer and PMC assignments are independent roles and are frequently taken on projects being constructed by other contractors.
