CTU approval & inter-state connectivity
Inter-state access is a different regime from a state connection — longer lead times, formal milestones and bank guarantees that are actually called.
Approvals · In short
CTU approval is the Central Transmission Utility’s grant of connectivity and access to the inter-state transmission system (ISTS). It is required by generators and bulk consumers who wish to inject into or draw from the national grid rather than remain within one state. The process covers a connectivity application, general or long-term network access, bank guarantees, grid compliance data and subsequent coordination with the Regional Load Despatch Centre. Enersys Engineers prepares and pursues these applications.
Connectivity versus access
The technical and commercial submission
- Application in the CTU’s prescribed format with the connectivity quantum and target date
- Land, fuel or resource tie-up evidence appropriate to the technology
- Single-line diagram to the ISTS interconnection point
- System study demonstrating the effect of the injection or draw
- Grid compliance data — reactive capability, fault ride-through, harmonics and protection
- ABT-compliant metering and communication scheme
- Bank guarantees and the milestone programme they are tied to
What we do
- Advise whether the project genuinely needs inter-state access or whether an intra-state connection is sufficient — the cheaper answer is often the right one
- Prepare the application and the supporting studies
- Manage the milestone programme against which guarantees are held
- Coordinate the interconnection scheme with the transmission licensee
- Hand over to RLDC registration and scheduling
Frequently asked
Does every generator need CTU approval?
No. A plant that injects into and is consumed within the same state deals with the STU. CTU approval is needed where power is to be transmitted across state boundaries over the inter-state transmission system.
What happens if a connectivity milestone is missed?
The bank guarantee lodged against that milestone can be encashed, and the connectivity or access grant can be curtailed. This is why the implementation programme submitted with the application has to be realistic rather than optimistic.
Can Enersys manage both STU and CTU routes?
Yes, and on projects where both apply the two have to be sequenced together — the intra-state interconnection and the inter-state access are rarely independent of each other.
What usually goes with this
These are the adjacent scopes clients most often need alongside it.
STU approval & intra-state connectivity
Bay availability, not plant construction, is usually the binding constraint on when a project can be energised.
