Power trading & open access advisory

Open access is only worth doing once the surcharges are counted. We do that arithmetic before you apply, not after.

Consultancy · In short

Power trading and open access advisory helps an industrial consumer or generator buy or sell electricity outside the default utility tariff. Enersys Engineers supports open access applications to the state and central authorities, power exchange participation, PPA and captive structuring, banking arrangements, scheduling and settlement, and the commercial assessment of wheeling charges, cross-subsidy surcharge and additional surcharge that determine whether open access is actually cheaper. In Odisha the comparison is against the prevailing OERC retail tariff for the relevant licensee — TPCODL, TPNODL, TPWODL or TPSODL — with wheeling and surcharges as determined by OERC and concurrence from the Odisha SLDC.

Commercial assessment first

The headline exchange price is rarely the price you pay. Wheeling charges, transmission charges, losses, cross-subsidy surcharge, additional surcharge and standby charges all sit between the market rate and your landed cost.

  • Landed cost comparison — open access versus the prevailing utility tariff, all charges included
  • Cross-subsidy surcharge and additional surcharge assessment for your consumer category
  • Transmission and wheeling loss estimation for the intended route
  • Break-even analysis and sensitivity to exchange price movement
  • Captive and group captive qualification testing against the 26% ownership and 51% consumption criteria

Approvals and connectivity

  • Short-term, medium-term and long-term open access applications
  • Nodal agency coordination — SLDC for intra-state, RLDC and CTU for inter-state
  • Standing clearance and NOC from the distribution licensee
  • Metering compliance — ABT-compliant special energy meters and communication
  • Registration for power exchange participation

Ongoing operation

  • Day-ahead and real-time scheduling and revision
  • Deviation settlement mechanism exposure management
  • Energy accounting reconciliation against SLDC and licensee statements
  • Banking arrangement administration where the state framework permits it
  • Renewable purchase obligation compliance and REC transactions
Questions

Frequently asked

Is open access always cheaper than the utility tariff?

No. Once wheeling charges, transmission charges, losses, cross-subsidy surcharge and additional surcharge are added, open access can be more expensive for some consumer categories and load profiles. The assessment should be done before the application, which is the first thing we do.

What is group captive and why does it matter?

Under a group captive arrangement, consumers collectively holding at least 26% of the generating company’s equity and consuming at least 51% of its generation are exempt from cross-subsidy and additional surcharge. The structure has to be maintained on an ongoing basis, and failing the test retrospectively is expensive.

Which approvals does open access need in Odisha?

Typically a NOC from the distribution licensee, open access approval from the nodal agency, SLDC concurrence for scheduling, and ABT-compliant metering. Inter-state transactions additionally involve the RLDC and the Central Transmission Utility.
