SLDC, RLDC & NLDC registration and scheduling
Registration is a one-off. Scheduling and deviation settlement are for the life of the asset — and they carry real money.
Approvals · In short
India’s grid is despatched through a three-tier structure: the State Load Despatch Centre (SLDC) for intra-state operation, the Regional Load Despatch Centre (RLDC) for the regional grid, and the National Load Despatch Centre (NLDC) for inter-regional coordination. Any generator or open access consumer must register with the relevant centre, meet ABT metering and communication requirements, and schedule its injection or draw. Enersys Engineers handles registration, metering compliance and scheduling set-up.
The three tiers
Registration and compliance
- Registration of the generator, consumer or trader with the relevant despatch centre
- ABT-compliant special energy meters at the interface and check-metering point
- Meter class, accuracy and CT/PT ratios matched to the approved metering scheme
- Data communication and telemetry to the despatch centre — the requirement that most often delays registration
- Real-time SCADA signals where the connection voltage requires them
- Testing and joint meter reading protocol with the utility
Ongoing scheduling and settlement
- Day-ahead schedule submission and permitted revisions
- Real-time revision handling for solar and wind, where forecast error drives deviation
- Deviation settlement mechanism exposure — understanding the charge structure before it is incurred
- Forecasting and scheduling arrangements for renewable generators
- Energy accounting reconciliation against despatch centre and licensee statements
- Dispute resolution on meter readings and account statements
Why this is engineering, not paperwork
Metering and telemetry compliance is a hardware problem. The meter class, the CT and PT accuracy, the communication link and the SCADA interface all have to be designed, built and tested — and if the metering cubicle was manufactured before the scheme was approved, it will be rebuilt.
Enersys manufactures HT metering cubicles and SCADA panels in-house, which is why we hold their manufacture until the despatch centre and the licensee have confirmed the scheme.
Frequently asked
What does ABT metering mean?
Availability Based Tariff metering uses special energy meters that record energy in 15-minute time blocks along with frequency, so that scheduled and actual energy can be compared and deviation charges computed. It is mandatory at grid interface points.
Which despatch centre applies to my project?
If generation and consumption are within one state, the SLDC. If power crosses state boundaries over the inter-state system, the RLDC as well, with the NLDC coordinating inter-regional transfers. Open access consumers usually deal with the SLDC for intra-state and the RLDC for inter-state transactions.
What is the deviation settlement mechanism?
A charge levied when actual injection or draw differs from the schedule, priced against grid frequency. For solar and wind generators, forecast accuracy directly determines this exposure, which is why forecasting and scheduling services matter commercially.
Can Enersys set up the telemetry and SCADA link?
Yes. Communication and telemetry to the despatch centre, and the SCADA panels behind it, are manufactured and commissioned in-house.

Power trading & open access advisory
Open access is only worth doing once the surcharges are counted. We do that arithmetic before you apply, not after.
