Client-side engineering support
Most owners do not carry the engineering headcount a capital project needs for eighteen months. This is that team, for exactly as long as the project runs.
Consultancy · In short
Client-side engineering support — also called owner’s engineer or project management consultancy (PMC) — is the owner’s in-house technical capability, provided as a service. Enersys Engineers writes enquiry specifications, carries out technical bid analysis, reviews and approves vendor drawings, performs stage-wise and final inspection, supervises construction, witnesses testing and commissioning, and certifies progress and defects — so the owner is never dependent on the contractor’s own account of the work.
Before award
- Scope definition and package split — deciding what to buy as one contract and what to separate
- Enquiry specifications written to be enforceable, not aspirational
- Bidder prequalification and approved vendor lists
- Technical bid analysis with a documented comparative statement
- Deviation review — identifying which contractor deviations actually transfer risk back to the owner
- Negotiation support and award recommendation
During execution
- Vendor drawing and document review against the specification
- Interface management between packages and contractors
- Stage-wise inspection at the works, factory acceptance testing and final inspection
- Expediting against the delivery programme
- Site supervision, quality surveillance and safety enforcement
- Progress certification and variation assessment
At handover
- Review of the contractor’s commissioning and test schedules
- Witnessing of pre-commissioning checks, testing and charging
- Performance guarantee test supervision and evaluation
- Punch-list preparation and defect close-out tracking
- As-built documentation and O&M manual review
- Owner personnel training oversight
Why it matters commercially
On a turnkey contract the contractor writes the drawings, buys the equipment, tests it and reports the result. Without independent review, the owner learns about a shortfall at the performance guarantee test — when the leverage to fix it has largely gone.
Client-side engineering moves that discovery forward: to bid analysis, to drawing approval, to factory inspection. Each of those is a point at which a correction still costs the contractor rather than the owner.
Frequently asked
Is an owner’s engineer the same as a project management consultant?
They overlap. PMC is weighted towards programme, cost and contract administration; owner’s engineer is weighted towards technical review, inspection and certification. Enersys provides either or both, and most owners engage them as a single scope.
Can you provide site-resident engineers?
Yes. Resident engineering teams are deployed for the construction and commissioning phase, sized to the package and the site.
Do you take client-side roles on projects where another firm is the EPC contractor?
Yes, and that is the usual arrangement. Where Enersys is itself bidding the EPC scope we do not also take the owner’s engineer role on the same project.
What usually goes with this
These are the adjacent scopes clients most often need alongside it.

Approvals do not delay projects. Approvals started late delay projects. We run them alongside construction, not after it.
